Tipping Points

The confluence of two different political movements motivated Cai's manifesto, this call to his "fellow countrymen." One was the failure of the Japanese Imperial Diet to recognize the Taiwanese anti-colonial movement's demands for meaningful change in Taiwan's colonial status. The other was the passage of the Universal Suffrage Act in 1925.
